There is nothing wrong with being outdoors, as long as it’s away from other people. They are doing a mitzvah by bringing joy into a world that could use a pick-me-up like the lively music being played so well by this great family.
Having said that, even if you were correct, there is a way to speak.

This sounds like a great thing but it’s definitely questionable If this fits the guidelines given by the state and Rabonim even with all the good intentions involved. I’m not here to judge them. I will say with certainty that the news shouldn’t report such type of activity as it definitely gives mixed messages and seems to contradict all the messages being put out. People are stuck in their homes with so much fear and anxiety. The gemara and the Rambam teach us how important it is to put smiles on faces. Yes, it is a time for teshuva but if it leads to depression than the yetzer hara won. So this is so beautiful if done in a safe way. We need smiles more than ever.
