A Bronx, New York man charged with setting two fires in South Toms River earlier this year will remain jailed while awaiting trial, a Superior Court judge has ruled.

Ocean County Prosecutor Brad Billhimer announced Tuesday that Superior Court Judge Kimarie Rahill ordered that Tashaun Normand, 42, remain detained at the Ocean County Jail on charges of two counts of aggravated arson and two counts of possession of destructive devices.

The charges stem from a March 23 incident in South Toms River.

Authorities said officers from the South Toms River Police Department and firefighters from the Manitou Park Fire Company responded to a home on Belmont Drive at about 3:15 p.m. after receiving a report of a vehicle fire. When first responders arrived, they found flames inside a 2010 GMC Terrain and a separate fire burning in a nearby grassy area. Both fires were extinguished.

Investigators said officers recovered a broken glass bottle and another intact bottle containing an unknown liquid with a torn rag inserted, which authorities described as consistent with Molotov cocktails. Prosecutors allege that Normand constructed and threw the incendiary devices at the vehicle and in the direction of the residence.

Normand was arrested without incident on March 30 in Monroe County, Tennessee, by the Tennessee Highway Patrol. He was later extradited to New Jersey on July 21 and has been held at the Ocean County Jail since that date.

Prosecutors sought pretrial detention, and Rahill granted the request during a detention hearing held Tuesday.

Additional details about the alleged arson incident have not been released. The charges against Normand are accusations, and he is presumed innocent unless and until proven guilty in court.
