it’s semi-annual, every half year, twice a year; not biannual.

Biannual and semi-annual have the same definition.

Biannual is just fine, maybe take an English class

question

How is it determined who is eligible for this? If someone is in need who should they contact?

doesn't matter

Actually, dear English majors, biannual can mean both happening two times in a year and happening every two years. So, technically, @Robert is correct.

Tricky words

Biannual, Biennial, Semiannual
These words do not all mean the same thing. Biannual means “twice a year,” as does semiannual, whereas biennial means “occurring every two years.”

To number 4- anyone can order, there is no eligibility requirements. It is not a program. You pay for what you order.
