Ocean County’s Office of Senior Services, Department of Human Services and Veterans Services Bureau would be eliminated and folded into a single new department, under a new resolution obtained by TLS.
Under the resolution, a new Department of Constituent Services would be created effective January 1, 2027. It would take over “all programs, personnel, operations, budgets, accounts, and all Civil Service issues” of the three departments, along with the building operations of 1005 Hooper Avenue in Toms River.
The three departments currently operate separately. The resolution says that “in order to meet and properly address the growing demands of County residents, ensure the County’s workforce is utilized in the most efficient manner,” a “realignment of the County workforce is required.”
The board says it wants to provide the county’s “more than 600,000 residents” with services “in a cost efficient, proficient, and judicious manner.”
A Director of Constituent Services would oversee all programs, grants, staff, budgets and facilities of the new department. The resolution does not name who will hold the post, and it does not say whether any jobs will be cut.
The county’s finance and employee relations departments are directed to make the budget changes and any needed side agreements to union contracts. A copy goes to the state Civil Service Commission.
The resolution does not announce changes to the programs residents use, such as senior and veterans services.
