Lakewood Township Municipal Manager Patrick Donnelly has been recognized as Municipal Manager of the Year 2026, earning the publication’s top honor and will be featured as the cover story in the latest edition of Gov Business Review, TLS has learned.
The national recognition highlights Donnelly’s leadership in overseeing one of New Jersey’s fastest-growing municipalities. As Municipal Manager, he oversees more than 570 employees, manages a municipal budget of approximately $167 million, and helps direct services for an estimated 160,000 residents across Lakewood.
The cover story, titled “Building What’s Next While Managing What’s Now,” focuses on Donnelly’s leadership philosophy and Lakewood’s continued growth. The feature discusses the Township’s investments in infrastructure, transportation, Smart City technology, emergency management, and economic development while maintaining efficient municipal operations.
In the interview, Donnelly emphasizes a leadership style centered on trust and empowerment rather than micromanagement, saying that leadership is about helping people understand why something matters and giving them the tools to succeed.

The publication also highlights Lakewood as New Jersey’s fourth-largest municipality and one of the state’s fastest-growing communities, noting its continued investments in infrastructure, public safety, technology, and economic development.
Donnelly’s selection as Municipal Manager of the Year and his appearance on the front cover of the magazine place both his leadership and Lakewood Township in the national spotlight for innovation, effective governance, and municipal excellence.
