Honored Chief,
Thank you for taking our time to take our questions.
Evidently, the inquiry was that it appears that the officers are seated in the vehicle or engaged in conversation with one another without adopting an active stance to manage traffic around them and seem unaware of their surroundings. He was not inquiring whether that was their responsibility. Rather, he was informing you that they are not fulfilling that duty and that you should consider taking creative or corrective action.
