Thursday evening, most likely cloudy. There is a “slight possibility” that there will be some breaks in the clouds between 8 pm and 1 am.
Motzoei Shabbos, there will be a Levana clearly visible right after Shabbos is over until approximately 8 pm. Then it will be cloudy until about 9 pm. Between 9 pm and 11 pm there will be breaks in the clouds and you should be able to say Kiddush Levana. (In some places, until 12 am.)
Sunday, first night of Sukkos, if you did not or were unable to say it beforehand you can still say it with a Bracha. It will be visible in the beginning of the night and for most of the night. However, you must finish saying Kiddush Levana by 11:30 pm the latest.
