BREAKING UPDATE: LSTA To Cut New Rate To Additional $290 Per Student; Igud Hamosdos Now Urges Parents To Opt In

The LSTA's online portal would open at 2 p.m. this afternoon, while its office would remain open until 10 p.m. for walk-in assistance

The Lakewood Student Transportation Authority (LSTA) has cut its newly announced fee for non-mandated student transportation, backing away from a $945 annual charge which sparked an intense backlash and led to fears that the entire system could collapse.

With the fee now reduced, the Igud Hamosdos has reversed course and are asking parents to opt in to transportation.

In a message distributed to local schools, the Igud said the reduction followed meetings and discussions with the LSTA, local and state government officials and askanim, saying the goal was to ensure that busing for the upcoming school year could begin on time.

“At this point, our recommendation has changed,” the message said, instructing schools to advise parents to opt in for transportation. The new recommendation replaces the previous direction to take no action.

The $290 fee, which is on top of the original $385 fee, is due immediately.

There are approximately 13,650 non-mandated children attending Lakewood area schools.

The LSTA’s online portal will be open from 2 p.m. this afternoon, while its office would remain open until 10 p.m. for walk-in assistance.

The fee reduction comes amid growing concern in Lakewood over the impact of the loss of municipal funding for non-mandated busing. The funding was eliminated after the state significantly reduced municipal aid to Lakewood as part of the fiscal year 2027 state budget, as well as a decision from the Trump administration to deny New Jersey’s FEMA application which could have recouped $6.5 million of the 8 million dollars the township spent on snow removal and cleanup after last winter’s snow storms.

However, the underlying funding issue remains unresolved.

While the LSTA’s decision may allow the consortium to continue operating, it does not restore the government funding that previously supported the program.

That leaves Lakewood facing a larger question about how non-mandated transportation will be financed in future years.

Public school students pay nothing! when you choose to send your child to a private school you are choosing to pay out of pocket – any funding that private schools is a courtesy.
Not saying the system is right but that is where we live and how goverment works

LSTA is a vendor to the township. Its not a non profit nor a township agency. Why isnt their services put out to bid? I would like to bid on this service and provide CUSTOMER SERVICE TOO. How is the LSTA just being handed 30 million of OUR money and forcing us to allow them to manipulate us and ignore any issues we have. LsTA needs to be held accountable to the people it services. Unless this service is put out to bid, they will never change.

The state legislature authorized providing transportation through a consortium of private schools. No bidding is required. (The consortium – LSTA – puts out bids for the routes).
It was voted on by both the Assembly and Senate and signed by the Governor.

You can’t. They are an entity of the Vaad. The establishment of LSTA over private bussing, like exists in NYS, should have been implemented. All the excuses why it can’t be done are nothing but excuses.

LSTA is not supposed to be a profitable business. It was created simply to facilitate the bussing routes for the township. If the lsta BIG boss decides he wants a million dollar salary, he needs to be transparent. Especially when the entire town is needing to pay that salary.

The money is going to fund the out of district schools as well as transportation. The state only recognizes the students who are registered as public school students, so Lakewood is only receiving funds to cover 4500 students as opposed to over 40k students

This was a PR ploy, they knew there would be massive pushback from the community. So, they first asked for a higher amount, then they ”discounted” it to the actual price that they needed all along. and everyone thinks it’s a discount.

Correct, it seems they failed to mention that this is in addition to the $385 which we’ve already paid. So the numbers added together are almost $700, a measly discount of about $285… the letter is very misleading and makes it sound like all we need to pay is $290…. which obviously is incorrect. I’m also surprised nobody brought up the fact that the LSTA did this scam last year, but it was at the end of the year. They said the bus fee was more and wouldn’t allow us to pay for the new bus fee unless the previous year was paid…. which included the extra money they added at the end of the year.

Behold the word “additional”. It appears once in this article’s headline and twice in the image with the Igud notice.

“Additional” means extra, more, or added to what already is there.

In this case it means an amount added to the original $385 fee.

In addition, if we are paying for a SERVICE, weneed them to act like a paid SERVICE. I had such bad experiences with geting them to help me when i had bus stop issues. and I’d like my 11 y/o son who need to go to minyan not have to get on the bus ar6:45 for minyan in yeshiva a full hour later!!! So now I need to drive him and pay the $700 for bussing home ( no I can not be a taxi service all day I have 5 kids in school that I’m paying this for in did school with diff dismissal time for each)

Look at how they worded it before you start celebrating. You are still paying $675 per child for non mandated bussing. They make it seem like all you are paying is $290, however, it’s $290+$385 for a total of $675. Keep in mind you paid about $90 for non mandated bussing about 5-6 years ago!

Still highway robbery, of a failed mechanism.This LSTA needs to be closed down, and we need to start again. There entire system, is discriminatory, against non-public school children. They also don’t respond to the needs of people, and refuse to follow.the laws as they pertain to the bussing laws. Bussing on legal holidays is required by law. The law.dows not allow for them to dictate when the school day begins or ends.

Public school is fully funded by the State. Even if they don’t coverthe bussing, they still have much more money left over for this expense. The State has no requirement to give anything. They can go back to the courts and cut more funding. After all, the boys schools by the time the boys are 12, no longer actually have secular education.

The letter is misleading. This is $290 in addition to the $385 for someone with a bunch of kids in school needing the bussing it adds up very quickly and is unaffordable. Heads need to roll and a better plan needs to be put into place for the future.

Same people on both boards, looks like it was planned.

The issue is greater, as they tend to use a mileage calculator that has a cushion of about a mile. Meaning if you are 2.7 miles, they will say you are 1.7 etc etc. They do not respond to complaints, other that they have a system that no one has.

They also ignore safety on the roads, which changes everything per the law.

I also forgot to mention that even if you do pay whatever they want, you’re not guaranteed a bus stop by your cross street. We’ve had stops with multiple streets that my kids had to cross so I had to go out to get them everyday anyways!

Seems like a total set up. Give a high number, plan for backlash, come back with a lower number so everyone feels like they’re getting a better deal or a discount and we’ll go along with it. If they would’ve said this number originally they also would’ve gotten a decent amount of backlash. now we’re all just suddenly so thankful so we go along with it. My son is in Mesivta, his bus in am comes so early and the stop isn’t near our house so we have a carpool. LSTA doesnt provide Friday bussing home and the stop during the week is so far from my house. I would love someone from LSTA to come try the walk when its dark and in the rain and snow and see if its normal. Its actually considered a different neighborhood then were we live Its unsafe to let kids walk home in that area at night. If I wouldn’t walk there at night why would they think its safe for a kid. LSTA wouldn’t budge or even listen when we said that the bus isn’t going out of the way to just turn into our neighborhood and drop off kids where its safe and yidden are in that area . No one is asking for house stop here. I’ve always felt scammed because you cant say you gave us a stop when its unsafe and we have to pick up our kid from the bus stop anyway, If we pay more we deserve better service!!!!!!!!!!

I don’t understand- an additional $290 x 13,650 kids is nearly 4 million dollars. ($3,958,500).
If it’s really just a 2.75M cut, that’s $200 per child.
And if there was already existing profit, apply that to the extra fees.
And if you charge the public school kids just like you charge private school kids, that brings down the fee even more.

So, let me get this straight: after

1) the supposedly non-for-profit entity (which, as I’ve written, does not necessarily mean that the top hats are not paying themselves unreasonably high salaries and benefits, and—writing in the general sense—many nonprofits do just that) l has been exposed to have been operating as a for profit company for the past several years;
2) the original increase was exposed to be unnecessary in the sense that it greatly exceeded that which was lost from state funding; and,
3) no explanation for the extremely late demand was given;
we are now supposed to forgive and forget?

The most consistent message from the ne’viam is that such unscrupulous business practises is an affront to God.

watching this debate from Brooklyn. I feel your pain, it’s terrible this was sprung on you at the last second. However, we pay $1000 per child and have to wait at the end of a long block. We teach our kids to walk as young as it’s safe. I know you don’t have sidewalks so it’s not so simple.

The part I don’t understand is that you think this is owed to you bc you pay property taxes. People without children pay it as well, it doesn’t mean you’re owed busing.

And then when you do get a break, you decide it was preplanned. Zero hakaras hatov and no reason anyone should want to do something for you. So shut down lsta and drive, you will be the ones sitting in traffic. They’ll move on to their next thing.

Stop whining, make carpools and do something.

What we need is a competent, smart businessman – someone like Yanky Halpern-or an independent accounting firm that is not nogeiah, to thoroughly review the books, the LSTA, and the whole bussing bidding process. Then determine whether there is any mismanagement or corruption, identify where the problems are, and come up with a practical solution.

Dear TLS Staff and Orthodox residents of the Lakewood area –

I see that your community’s population of school age children continues to grow and towns bordering Lakewood are seeing an increase in this as well. Hundreds of yeshivas are projected to be built in and around Lakewood and other parts of NJ. Bussing and special education costs are mandated by law to be funded. The thing is that if your community has experienced a funding issue with non-mandated busing for Orthodox kids this past week, is there a possibility this will not happen to Howell, TR, Jackson, Manchester and Brick Orthodox families in the years to come? Has your Orthodox leadership been planning for this projected growth which will be a much massive fiscal expense covering multiple towns in the next 5-10 years? I am left to wonder if Avi Schnall, the VAAD, and Agudas Israel are thinking about these things.

I would sincerely like to hear thoughts from any member of the Orthodox community that is well versed on this issue.

I am not sure that a religious or cultural structure of authority exists within the Orthodox community of Lakewood and its environs that is cohesive enough to accomplish those goals.

(A short history, in case it’s helpful (note: this history is limited to the Ashkenazi experience): Even after the Romans dismantled the Jewish state, there were pockets of consensual authority in certain communities in Israel and in large diaspora communities. In Europe and in the Christian age, the source of that authority was primarily from those who governed any Jewish communities. With the Protestant revolutions and Europe’s religious wars, most European governments no longer saw a heir authority as religious, and the once notion of that recognizing a religious authority for Jews living in their states began to diminish and all but disappeared following the Enlightenment. For a while, Jewish communities continued to recognize their own hierarchy, but that too fell to the wayside when some Jews began practicing Judaism in ways different from each other, even within the same community. I’m not a historian; or am I certain — even as a non historian—of the accuracy of what I’ve written. It is the general sense that I have, though.)

As far as I can tell, there is not a singular structure of authority even within the Ultra Orthodox community of Lakewood and its environs. Perhaps it’s best to think of it as pockets of communities. There are two primary segments of Ultra Orthodox Jews in Ocean County: Chasidic and Yeshivish, each with their own subsets. The Chasidic, to me, seem more inclined of the two to follow suggestions — even civil one — made by those they chosen authority, which, for them, are their grand rabbis. But, there are many subsets of Chasidic groups, each having their own grand rabbis, thus making a cohesive authority even within that one larger community practically impossible. The second segment, and the far larger of the two in the area, is the Yeshivish community. Their rabbis don’t have the tradition of communal authority that Chasidic rabbis have, and some naturally limit their suggestions to only that which regards religious laws — and those who want to engage in such matters have, like the Chasidic grand rabbis, their authority limited to those who willingly subject themselves to such authority.

Most structures of Orthodox Jewish life that were once prevalent among American Orthodox Jewry—but never among the Hasidic— (e.g., Orthodox Union, Agudas Yisrael of America (“Aguda”), NCSY, Young Israel, Bnei Brith) have fallen in their utility regard promulgating a cohesive structure for either religious or cultural Orthodox Jewish life in America, and others have completely vanished (a phenomena seemingly correlated (and perhaps caused by?) the increase of post high school Yeshiva students in America).

I really can’t vouch for the accuracy of what I’ve written. It is the generalized sense that I have, though. I hope others who are more knowledgeable about the matter will chime in, both for your benefit and mine.

There’s no real leadership in the community. We often turn to our Rabbis for guidance but it’s done more in a reactive way rather than proactive planning. Not saying this is the best way, it’s just the way it is.

There should not be an issue for OJ who move to Jackson or other towns as almost all schools are in lakewood which means bussing is mandated and paid for by the town boe.

This can effect expansion into neighborhoring towns as a family with multiple children will pay thousands of dollars less per year if the move far enough from schools.
So now there is a large financial incentive to move further out of lakewood.

As for planning, I doubt there is planning by leadship as eveidenced by lakewood overdevelopment and traffic woes.
The explosive growth from lakewood is happening organically, families growing and attracting people from other communities due to cheaper houses and rural lifestyles.

I don’t understand any of this. The state used to give FREE busing to any child who had to cross a major road to get school even if he lived just a block away from school. What Happened to that rule? My children got free busing even though we lived very close to Bais Faiga and The Cheder because they had to cross Rte. 9.

The state never required it or paid for it. The Board of Ed chose to provide the service. They discontinued it in 2016 when they couldnt balance their budget anymore.

It’s been said so many times – but unfortunately because there is NO ACHDUS, it can’t happen!!!

the ONLY solution is, to have all 40,000 + students sign up for public schools, let’s do the math, it will cost the state besides the current millions in mandatory bussing, an additional
$26,000 per student which = $1,040,000,000 yearly.
plus new building infrastructure which would be at least another billion dollars in itself.
o will they come begging us to take bussing and tuition vouchers

To me it looks like the parents should be appreciative. They are being offered transportation for a whole year for 675.00. Nowhere in America is someone going to provide transportation for this low fee. Also instead of bashing LSTA they are working with a shoestring budget. I found it very easy to communicate with them via text. They addressed the issues that I had, I want to thank them for doing thankless work with little appreciation from those they are working so hard to service.

I agree with every word. They answer every text I’ve ever sent within 1 hour. This price for a year of busing is a bargain! And the work they do is impossible especially when all they get is stones thrown

As an almost 40 year resident of Lakewood, I am really tired of the entitlement attitude of many of the commenters. This is NON mandated busing we are talking about, so it’s being offered out of the goodness of the townships heart and being paid for by its tax payers (many who don’t get anything out of it). It is about time people take responsibility for their own decisions. Where they choose to live, where they send their kids to school, what distance that is from their home, it is not the responsibility of the tax payer to solve all of your problems. I know many people who have relocated to areas with a much lower cost of living. This is your choice. If you don’t want your kid to walk to school then drive them. Be grateful for what the tax payers do for you, it’s called Hakoras HaTov, and take some ownership for your obligations. Yes it’s expensive to be a Frum Yid it makes it all the more worthwhile. Enough of the entitlement generation.
