please double check your zmanim- 745 is not end of Shabbos in Lakewood-
perhaps you have an error.
To #2 – its not the 72 minute zman
Getting it right…
The time is correct. 7:45 is Tzeis Hachochavim, 3 stars, the time for Motzei Shabbos. Lakewood may wait 60 min or 72 min etc, but Motzei Shabbos time is 3 stars, that’s 7:45 tonight.
Just to clarify…
Rabbi Tukaccinsky’s time is 3 ‘small stars’ and Rav Feinstein’s 3 stars are the larger ones, hence time difference.
The other way around. 3 kochavim beinonim are the larger stars which are seen earlier.
Also reb Moshe is arguing what time those 3 kochavim beinonim are seen. See shulchan aruch 562:1

For truths sake. Correction on reb moshe. He is going according to a different calculation entirely (al pi rabeinu tam), see igros moshe roach chaim 4:62 end of teshuvah. Rav tukaccinzky is going according to his calculation that 3 kochavim beinonim are seen as per shulchan aruch stated above.
