Congrats to the winners!

Why does Hatzolah (and tomchai Shabbos), bunch up their prizes and make fewer winners, instead of splitting it to make more winners?

I agree with yaakov as well.
I do give Hatzalah, but i most definitely do not enter auctions with just a handful of winners.
just being honest
