Truck was going straight, he has the right of way.
The car turned, he’s at fault.
based on what is visible from the video.
definitely the truck the car has turn while the truck was at complete stop it then went right into the car.

The truck is definitely at fault. The car had turned already and was at a complete stop along with the truck and the rest of traffic. The truck then started driving and hit the car which had not moved.
The only thing I would add though is the car may have been in a blind spot for the truck.

the trucks fault he came after the car turned he wasn’t at the corner when the car turned so it’s the truck driver and he drove from behind into the car
Questionable.
Bare in mind the truck has a limited line of sight. It’s possible the truck did not see the car.
At best, it’s 50/50
