It looks like a very small dust devil, a small atmospheric vortex that appears in clear dry conditions made visible by dirt picked up from the ground.
common English name is a “dust devil”.

BH everyone is ok not smart to be standing there filming rather should have ran to an underground shelter
Run to shelter? Dust devils have winds of maybe 30 miles an hour.
