UPDATE: New Jersey State Senate Approves Assemblyman Schnall’s Bill to Streamline Construction Inspections, Sending it to Governor Murphy For Signing

The bill requires construction inspectors to provide a two-and-a-half-hour timeframe for their arrival at a worksite, along with other protections

The New Jersey state Senate passed a bill today sponsored by Assemblyman Avi Schnall (D-Lakewood) that would require an enforcing agency to conduct an inspection of construction in a two and a half hour time window, and further notify the owner or agent in charge of the work of the time window within 24 hours of receiving the request.

This legislation aims to ensure an expedited, predictable, and efficient inspection process.

The bill, which already passed the full Assembly earlier this year, also requires the Department of Community Affairs to establish a complaint process on their website for an owner or agent if the enforcing agency and inspector violates any aspect of the bill, including:

· Failing to perform the inspection within the time window;

· Failing to provide notice that the enforcing agency is unable to perform a requested or scheduled inspection;

· Failing to perform inspections on the dates of, or during the time windows for, inspections on repeated instances;

· Cancels an inspection on repeated instances sufficient to notably disrupt construction or completion; or

· Is delinquent in the discharge of the enforcing agency’s duties pursuant to the State Uniform Construction Code.

If these violations are confirmed by the department, the bill would require them to take corrective action against the enforcing agency, including the issuance of penalties.

The bill builds upon previous legislation that similarly worked to expedite inspections of building projects. The amended Uniform Construction Code (UCC) Act provided property owners and contractors with the option of utilizing an authorized private inspection company if the inspection process is not conducted within three business days of a filed request.

“This bill is about respecting the time of hardworking builders and ensuring a smoother, more efficient process for everyone involved,” said Assemblyman Schnall.

“The unpredictability of inspections has long been a burden on contractors, slowing down projects and increasing costs. With the Assembly’s approval, we are one step closer to modernizing an outdated system and making it work for New Jersey’s growing construction industry.”

“The inspection process is one of the most important steps of construction, as it ensures that all of the key standards and codes are met,” Senator Benjie Wimberly, who sponsored the companion bill in the Senate, said in a statement.

“When inspections are delayed by the enforcing agency, important construction projects sit in limbo. This bill not only provides strict guidelines, but simultaneously incentivizes agencies to be accountable and maintain their responsibilities, ultimately improving construction times significantly.”

The bill passed in a 37-2 vote and now heads to Governor Phil Murphy for his signature.

How about a law that actually helps people.
Like Dr appointments that don’t make you wait an hour after your appointment time, cable and utility installation companies that give you 8 hour window appointments and don’t show up, reduce lines at the DMV and Social service offices.
Why is a contractor’s time any more important. Must be some contractor’s donation to his campaign.

Whats all the hate about?! Its benefitting homeowners too. If a homeowner does work on their home they gotta use their sacred vacation days to sit 8 hours waiting for the inspector. And no not even a dollar was donated to any campaign to make this happen. If u wanna make change. Pick up the phone and make it happen intead of hiding behind a keyboard complaining and putting down others who actually get out there and do actual change. Shame on u

I looked it up… Avi Schnall was one of nine co-sponsors for this bill — designated A5130 — which had overwhelming and innocuous bi-partisan support. Stop trying to promote the notion that he and his Democrat colleagues did anything special for the kehilla.

In fact, he voted in favor of his Democrat buddies’ anti-2nd amendment gun control bills, and refused to go against them and join with the Republicans in voting NO on designating June as LGBTQI+ Pride Month. The Democrat party is evil and no frum Jew should be having anything to do with them.

Funny joke. I called up Avi Schall with the idea for this bill. He was the one to introduce it, and he wrote up this bill. He gets 100% of the credit for this one!

Politics is a contentious business, and there will always be room for serious disagreement over policies of all sorts. No politician is פָּטוּר from scrutiny of their positions and actions by the electorate.

“Haters will always hate” is just a lazy and tiresome accusation, thrown about willy-nilly, to try and silence an opposing viewpoint. I am not a “hater” of a fellow Yiras Shomayim if I criticize their politics! For you to insinuate otherwise is disingenuous and unfair. It’s the Democrats who are the vile haters here, and in my opinion, it’s a בושה when any frum Jew associates with them. Do better CR.

Whoopee!!! With bochurim of all ages desperate at the side of the road begging for rides in 100 degrees…Why isn’t there a normal, competent public bus system? Are we not paying enough taxes?????
