Effective July 6, 2025, drivers using Port Authority crossings into New York will see significant changes in toll rates and discount programs, according to a newly released update from the Port Authority of New York and New Jersey.
Key Changes:
- A new “Mid-Tier” toll rate will be introduced for all vehicle classes.
- Tolls by Mail rates will increase for Class 1 (passenger vehicles), Class 7 (trailers), and Class 11 (motorcycles).
- The Truck Volume Discount Program will be eliminated, impacting commercial operators who previously benefited from reduced rates.
Where the Changes Apply:
The toll adjustments affect the following crossings:
- Lincoln Tunnel
- Holland Tunnel
- George Washington Bridge
- Bayonne Bridge
- Goethals Bridge
- Outerbridge Crossing
Tolls are only collected when entering New York; crossings into New Jersey remain toll-free.
Cashless Tolling Reminder:
All Port Authority facilities now operate with cashless tolling systems—drivers must use E-ZPass or will receive a Tolls by Mail invoice.
Peak and Off-Peak Hours:
- Weekday Peak: 6–10 a.m. and 4–8 p.m.
- Weekend Peak: 11 a.m. – 9 p.m. (Saturday & Sunday)
- Off-Peak: All other times
- Truck Overnight Discount: Sundays through Thursdays, 10 p.m. – 6 a.m.

- Tolls by Mail: $18.22
- Overnight Rate: $22.38
Commercial Trucks (Class 3 to 6):
Tolls range from $62.04 to over $148, depending on the number of axles, time of travel, and tolling method.
Discount Plans Still Available:
- Green Discount Plan: Available for eligible low-emission vehicles in Class 1 and 7.
- Staten Island Bridges Plan (PASI): Significant savings for Staten Island residents making 3+ trips.
Example:
A Class 1 vehicle under PASI pays only $8.03 per trip after three trips in a month—versus $14.06 for a standard E-ZPass off-peak trip.
Motorists are urged to review the new rates in advance and consider enrolling in discount programs or E-ZPass to minimize toll costs.


PASI is not only for Staten Island residents. Anyone can enroll and get reduced rate with 3+ trips

Saving the license plate number to your account will not help. They are doing this because there is a lot of work involved in license plates readers charging accounts. Also there is no overnight truck rate in class 1 you need to change it to cash rate
PASI is for anyone including Staten Island residents. The only bridge that Staten Island residents get cheaper is the Verrazano.
