Of course, the driver should have remained at the scene and called the police. However, it seems to me that the pothole/sinkhole next to the parked car contributed to the accident , when the driver lost control of the car
A general location might be helpful
Further Reviewing the footage, it’s possible that the driver thought the crash’s noise was from the underside of his/her car hitting the hole /roadway and didn’t realize the parked vehicle was hit
