VIDEO: If you’ve passed the Lake since Hurricane Irene, you may have noticed a whirlpool which has formed near the dam. In fact, that whirlpool is known as a Spillway. A Spillway is a structure used to provide the controlled release of flows from a dam or levee into a downstream area.
Spillways release floods so that the water does not overtop and damage or even destroy the dam.
Except during flood periods, water does not normally flow over a Spillway, creating the whirlpool.
The Spillway is located just south of Central Avenue on River Avenue, near the dam. TLS-GNR.

except the big part is the spill way , the whirlpool is created from opening a flood gate below the spill way to control the flooding . please get your facts right before u do a story on somthing. you have a obligation to the community to report facts as a member of the media .
