For the same reason that we get permits in Lakewood to build houses even though the extra traffic affects the surrounding towns.

Any controlled fire on Federal property require a permit and a plan thats about two inches thick full of preplaning and sign offs before any thing happens.
What about the permits for chometz, that smoke travels for miles…
Phew. Thank God. I thought something was burning in my house. I guess that’s what the smell was.
