The letter reads: “Mr. Friedman, since you didn’t put a City or Zip code on your letter-it got delivered to P.O. Box 540 Lakewood, which is the PD mailbox. I am returning it to you so that you can correct your error and get your rebate. Chief R. Lawson”.

kishka, he obviously lives in lakewood & he mailed it from a lakewood mailbox so instead of goung to the rebate house it went to the local POB 540 which just happens to belong to the PD.
