Rav Moshe Feinstein writes in Igros Moshe (OC 4:102) that If (not-ed) shaving during the three weeks will result in a financial loss as a result of the nature of a person’s employment, it is permitted to shave. The reason is that the Minhag not to shave during these times does not apply in a situation of a monetary loss. However in the week of Tishah b’Av itself shaving is prohibited, because during that week is the prohibition to shave is not just a Minhag rather is it is forbidden by Din.

“Kol Hamisabel Al Yerushalayim Zoche V’roeh Bisimchasa. May we merit this speedily in our days. I f you don’t listen to music and you don’t shave or eat meat in the nine days, but you failed to be misabel Al Yerushalayim, well you missed the boat.
However, you REALLY miss the boat if you do not pay attention to the reasons we are still in this galus and Yerushalayim is still in ruins. Namely, sinas chinam, lashon harah and the lack of being dan other l’kaf zechus. Let’s look at recent tragedies, the horrific amount of cholim joining Chai lifelines roster and the scary world situation. Let’s think more than twice before we open our mouths and say something deragatory about another. And remember not to judge another until you are faced with the EXACT set of circumstances.
