this has been a issue for some time already, because of all the rt 9 work, and people are still caring on rt 9, i saw it myself
Very confusing. One document says no good and the other says it is good.
At first glance you seem correct.
Upon a closer review, the first letter says the inter neighborhood Eruv is now defunct, while the second letter says the Oak/Vine neighborhood specific Eruv is kosher.
So within Oak/Vine you can carry, but not to another neighborhood.
