The delay is meant to impose an awareness regarding a new traffic light activating soon
People must get used to an idea not only on concept but in practice too so they aren’t caught sudenly w a change in routine

Interesting 🤔 when I go to a new city I can follow the lights even though I have no idea if the next corner will have a light
Hopefully when people drive they have their eyes on the road, if so, they can see if there is a light or not.

A traffic light will not stop BAD driving it will only incite more accidents. Driver education or more enforcement may help.
