I am wondering if maybe one of the issues that maybe was a partial cause of the accident, maybe the brakes were not working well during the rain storm.
A lot of people think and hope that their brakes are a magical wonder and they work really well all the time-sunshine-rain-snow.
Or maybe, they shouldn’t be driving during inclement weather.

I agree with you, bro!
All cars, vans, SUVs and trucks now have disc brakes which are not very effected by rain. However, the tires and roads have a different grip when wet and that can effect stopping distance. Also, visibility may be be impared when it is raining so everyone should just slow down when the weather is wet.
Some folks are just not capable of operating a motor vehicle! Also others are distracted by what happening in the back seat. Law enforcement needs to use do diligence in get there attention!
