A comunity kolel is the most effective tool in creating a frum comunity hands down look at chicago la toronto etc.
Then look at chabad comunities – nothing frei!!!

Chabad is a great entry level outreach organization and brings in many unaffiliated Jews, a Community Kollel makes Bnei Torah.
