PANYNJ will continue the Port Authority Carpool Plan

“Dear E-ZPass Customer,

Thank you for being a valued New York E-ZPass Customer. The Port Authority of NY & NJ is pleased to announce that the Carpool Discount will continue be available at the Holland Tunnel, Lincoln Tunnel and George Washington Bridge until the phased introduction of cashless tolling operations becomes effective at each toll plaza later in 2020 through 2021.

The Port Authority is transitioning to cashless tolling at all the interstate tunnels and bridges to advance 21st tolling technology that will enhance the customer experience with the added convenience and reduced travel times, while also reducing regional fuel consumption and emissions by mitigating traffic congestion at the toll plazas.

We have listened to the many customers who expressed concerns about the removal of the Carpool Discount Plan. That is why we will not be phasing out the Carpool Discount at the Hudson River crossings (Holland Tunnel, Lincoln Tunnel and the George Washington Bridge) until each toll plaza implements cashless tolling, rather than on January 5, 2020, as previously announced. Our approach will maintain the carpool toll discount program at each Port Authority toll plaza, until such time as those plazas no longer accept cash payments. It is not operationally feasible to offer a carpool discount without toll booth operators to verify how many occupants are in a car. Throughout the toll industry, no technology has yet to be developed that can accurately and reliably identify vehicle occupants in an automated fashion in a cashless tolling system. The Port Authority remains committed to review the costs and benefits of new technologies as they emerge in the future.

  1. They could implement a designated carpool lane and have police monitor those lanes. They already have such a lane on the Staten Island Expressway. Another option would be to lower overall toll costs to offset the removal of the carpool discount.
