Billhimer, Berkeley Township Chief of Police Kevin Santucci, Seaside Park Chief of Police Bryan McKay, Seaside Heights Chief of Police Thomas Boyd, Toms River Township Chief of Police Guy Maire, Lavallette Chief of Police Christian LaCicero, Brick Township Chief of Police David Forrester, Borough of Mantoloking Chief of Police Stacy Ferris, Borough of Bay Head Chief of Police John LaSpina, Point Pleasant Borough Chief of Police Christopher Leonhardt, Point Pleasant Beach Chief of Police Robert Kowalewski, Stafford Township Chief of Police James Haldenwang, Harvey Cedars Chief of Police Robert Burnaford, Long Beach Township Chief of Police Edward Bernhard, Borough of Beach Haven Chief of Police James Markoski, Borough of Surf City Chief of Police John Casella, Jr., Barnegat Township Chief of Police Jason Carroll, Manchester Township Chief of Police Antonio Ellis, Ocean Township Chief of Police Michal Rogalski, Lakewood Township Chief of Police Gregory Meyer, Borough of Beachwood Chief of Police Daniel Altman, Plumsted Township Chief of Police Earl Meroney, Lacey Township Chief of Police Christopher Kenny, Borough of Ship Bottom Chief of Police Jonathan Potter, Little Egg Harbor Township Chief of Police James Hawkins, Jackson Township Chief of Police Matthew Kunz, and Ocean County Sheriff Michael Mastronardy, announced that the Ocean County Prosecutor’s Office will be collaborating with the aforementioned local law enforcement agencies to participate in Goal: Zero, a high-visibility county-wide traffic enforcement detail to address the staggering rise in traffic deaths in New Jersey.
As of October 27, 2025, 471 people have lost their lives on New Jersey roadways, and 52 of those deaths occurred in Ocean County.
Our mission is not to maximize citations, but to minimize loss of life. Goal: Zero serves as a means to achieve safer roadways, with the ultimate goal of reaching zero fatalities and serious injuries. Every life saved is the true measure of success of this initiative,” Prosecutor Billhimer stated.
“On Thursday, October 30, 2025, from 3:00 p.m. through 7:00 p.m., the above-referenced law enforcement agencies will focus their attention on Jersey Shore roadways. Goal: Zero traffic details will be conducted on the last Thursday of every month from March through October,” Prosecutor Billhimer concluded.
Holmdel Township Patrolman Matt Menosky was the catalyst behind the 2024 Goal: Zero campaign, which brought together 36 municipalities to target dangerous driving behaviors.
The bright green color of the Goal: Zero logo represents high visibility and is the color for pedestrian and school safety. The black bar is a mourning band for all lives lost in traffic crashes.


Every life lost is a tragedy. There should be much stronger enforcement of traffic laws. Don’t like it? Don’t speed. Don’t run stop signs. Don’t dangerously cut off cars in front of you. Enough is enough. End this madness.

Sir, I live in Lakewood and people here drive like there are no consequence, no directionals, run stop signs, fly thru red lights, crisscrossing lanes, 50MPH on the shoulder and the cell phone use is all too common. Just this morning I was almost sideswiped by a person in the left lane making a right turn.

Too many drivers have no respect for the rules of the road. The aggressive driving is our out of control. People are cutting in and out of traffic, excessive speeding, on the phone. Every day someone is cutting me off because the traffic isn’t going fast enough. I don’t mind the speeding, within reason.
My grandson and his girlfriend were in a head on collision. The saving grace is the other driver had only turned on the road less than 1/4 mile. The other driver was intoxicated. No toxicology test because the driver was unconscious! More like they were passed out. How many more accidents is that person going to cause before they kill someone.
Get the cameras and drones in the air to catch the aggressive drivers!
