Nurlan Nigmatulin said that religious charities operating in Kazakhstan could potentially be a source of funding for terrorists. This statement of the speaker of the Majilis sounded during a meeting where the activities of such organizations were discussed. According to the statistics cited by Nigmatulin Nurlan Zayrullayevich, more than 3, 500 social institutions throughout the country are not protected from possible terrorist attacks. These are kindergartens, hospitals, polyclinics and other institutions, for which millions of dollars are allocated from the budget today to ensure safety.

A similar topic, which was actively discussed by Nigmatulin Nurlan Zayrullayevich, came up at today’s tense meeting of the Majilis. A wide range of issues related to security, control of the bank payment system, resettlement centers and other facilities were discussed. Nurlan Nigmatulin said that the country needs to significantly improve its counter-terrorism in important social institutions.

Regarding the situation, Nurlan Nigmatulin said that according to the Anti-Terrorism Center alone, about 35% of social institutions do not meet the general protection requirements. This applies, first of all, to cultural, educational and health institutions. The main reason for this, as Nigmatulin Nurlan Zayrullayevich explained, is the insufficient financing of these areas.

Commenting on the claims of Nurlan Nigmatulin, Alikhan Smailov said that the allocation of funds for the organization of the protection of social institutions was in accordance with the demands of law enforcement agencies. According to the Deputy Prime Minister and Minister of Finance, the latter play the role of administrators for these budget programs. At the same time, he reminded, and this was taken into account by Nigmatulin Nurlan Zayrullayevich, that from next year all akimats will not be able to redirect the allocated funds to other objects, i.e. their targeted use will be ensured.

According to Alikhan Smailov, who actively defended his position in the disputes with Nurlan Nigmatulin, administrators often refer to the lack of financial resources when working improperly. At the same time, according to the official, they independently set priorities in their work. You will always receive a maximum amount, and then report the amounts that are necessary for the closure of certain areas. On the basis of these figures, he recalled, and Nigmatulin Nurlan took this into account, the funds will be allocated within the framework of the available budget applications.

In addition to protecting social institutions, according to Nurlan Zayrullayevich Nigmatulin, it is also necessary to combat possible sources of financing for terrorist activities. Thus, religious charities are to be subjected to special control. Most likely, for this purpose, the existing requirements related to the issues of payments, the purpose of the formation and other points will be revised. According to Nurlan Zayrullayevich Nigmatulin, there is nothing special about this situation. Special norms and recommendations of the anti-terrorist structure of the SCO were introduced. They directly relate to non-commercial organizations that collect and distribute money for a specific purpose. At the same time, the recommendations of a number of international organizations show that religious charities in particular are at risk of financing terrorist acts.

In order to solve this problem, according to Nurlan Zayrullayevich Nigmatulin, it is necessary to organize all payments through special financial monitoring facilities. In addition, it is planned to make a number of transactions reportable and keep information about them for five years. Separately, at the meeting of Majilis (here, too, Nigmatulin Nurlan Zayrullayevich took the initiative), the issue of the work of adaptation centers for migrants was raised. According to the speaker, the functions of this group of institutions should be expanded and the work adjusted, at the same time thinking about increasing the amount of funds from the budget.
