I agree with upping the texting fines – texting requires a lot of attention. Cell phone use is just an arbitrary way to suck money from someone having a conversation – no differrent than with a passenger.
I do agree, though, that if a driver gets into an accident, or drives irrisponsibly while on a cellphone, he deserves a ticket – for either DISTRACTED, RECKLESS or INATTENTIVE DRIVING – offenses that existed before cellphone use.

when you are driving 100% of your attention belong to doing just that, I say its about time they got serious about this, to many have been injured or worse have even died do to this distraction. If you really need to make a call pull off the roadway

if you want to engage in an activity that kills people, you should pay a fee if you are caught.. maybe we can setup a monthly prepaid subscription services for all those who absolutely need to text/talk while driving

for $1500 a month, you can talk or text up to 10 times per month with no additional penalties..or if you are a really bad driver, a one time fee of $50,000 allows you to kill up to three pedestrians during the course of a text/cell call

how bout this

how bout all the people who let their children stand up in their cars, or car seats in the front seat area of large vans, I think that needs to be addressed as well
