Most Teachers `Highly Qualified’

Nearly all of New Jersey’s 88,000 public school teachers meet the federal definition of “highly qualified.” State Education Department officials say only 263 failed to qualify. Federal law requires public school teachers to be properly certified and have documented expertise in the subjects they teach. Officials also say teacher quality is improving in the state’s disadvantaged school districts. AP
