Can residents of surrounding towns (toms river/Jackson) utilize this wonderful and vital service?
Why are they starting at 4 o’clock in the afternoon on Shabbos? It’s a great service that they do but they our tax dollars pay for it and I don’t believe anybody is going to be dropping off stuff before 8 o’clock at night the earliest.
As to the question of people from Jackson Toms River exc. I would think that they cannot use it since it is paid for by the taxpayers of lakewood and they would have to have permission from each one

This service is paid for by Lakewood taxpayers. If you are paying your taxes to neighboring towns this service should be provided by them.
Are you seriously suggesting that Toms River, Jackson, Howell and Brick are not providing you with this service? I AM SHOCKED!

If surrounding towns (Toms River/Jackson/Brick) are included then maybe the people living in other places (Brooklyn, Staten Island etc) can also use these services. Lakewodd township owers this to it’s citizens who one way or another pay for it. This is awonderful service. The resdidents of Brooklyn NY have many places where they are able to burn the chometz which is is offered only for the citizens of Brooklyn.
Of course everyone can use it!
