From LCSW: This Tefillin bag has been brought into our office by vigilant Bochurim who noticed them on the street. We are assuming these Tefillin were stolen and then dropped by the thief when he/she decided that they were undesirable.

If I would have to take an educated guess I would say it would be Zvi Hersh Naftali. Hope that may be a lead, then again its just a guess based on the typical names with such letters.
