The Litvishe Poskim in America including R Moshe held the fast begins 72 minutes before sunrise. R’ Yoeilish from Satmar and many Chasidim hold that way as well. It’s a relatively new concept in America to use other Zmanim. I haven’t heard any of the big Americans Poskim or Roshei Yeshiva agree to this “new Zman”
