Question:

Hi,

There’s been this massive construction in the South Clover Street area (depicted on the map below) for the past few months. This has occurred a year or two ago as well, where they worked on it for months, only to leave the site looking exactly as it did before they started. Based on the amount of machinery and operators on site, it would seem to be quite a substantial amount of work going on there. Would it please be possible for us to know what is going on there?

Response from Mayor Coles:

Hi Eli,

There is no construction going on here. The site is a former JCP&L plant which many years ago treated telephone poles to waterproof them. There are a number of environmental issues which they are in the process of cleaning up. Their project manager emails the town manager every week with what is going on. The most recent email lists the following activities

Activities completed during the week ending June 30, 2017

Continued treating and discharging water
Continued excavation of soil in the northern and southern area
Continued transport and disposal of impacted soils
Began backfilling some excavated areas with clean fill material
Completed 24 hour dewatering activities including Saturday
Continued perimeter air monitoring
Secured site for the weekend

Activities planned for the week of July 3, 2017

No activities on July 3rd and July 4th due to the holiday
Continue backfilling excavated areas with clean fill material
Continue transport and disposal of impacted soil
Continue excavation in southern area
Continue treating and discharging water
Continue perimeter air monitoring

It will take a long time before anything is done with this property.
