UPDATED: [Click here to download application] TLS has been informed that the Lakewood Housing Authority – which had closed its registration in 2004 – will be reopening applications intake. Applications intake at the two other agencies serving Lakewood residents remains closed. These are the Lakewood Township Residential Assistance Program (LTRAP) at 600 West Kennedy Blvd., and the NJ Department of Community Affairs (DCA) whose Ocean County office is in Toms River.
LTRAP last opened applications intake in July 2002 and closed intake in December 2004, when the list grew to approximately 3,000 names and there was no prospect of assisting any new applicants in the foreseeable future. There are currently still nearly 1,200 names on LTRAP’s Waiting List, 75% of which are Lakewood residents. Like most of the other 3,400 Section 8 agencies in the USA, LTRAP has received no additional funding from HUD since 1994. That means that the only progress on the waiting list is through turnover, a very slow process.
Under the Section 8 Housing Choice Voucher program’s federal guidelines, participants generally pay 30% of their adjusted monthly income towards housing, and the U.S. Department of Housing and Urban Development (HUD) pays the difference between that and the monthly cost of housing and utilities.
Applications are also available at the following locations:
Lakewood Housing Authority – 317 Sampson Avenue
LTO/LTRAP – 600 W. Kennedy Blvd.
Lakewood Library – 3301 Lexington Ave.
Lakewood Municipal Bldg – 231 3rd St.
The applications intake will be conducted by a mail lottery system. Applications must be postmarked no earlier than October 19, 2010 and no later than November 3rd, 2010.
The lottery will be conducted on November 10, 2010 and the lottery will determine the order of the Waiting List.
Please be sure to:
1. Postmark application no earlier than October 19, 2010.
2. Postmark application no later than November 3, 2010.
3. Mail application to LHA at PO Box 1260, Lakewood, NJ 08701
4. Use only the LHA application form.
5. Mail by regular US mail only.
6. Apply only once or your application will be disqualified.
7. Mail only one application per envelope.
8. You must be at least 18 years of age to apply.
9. All information on the application must be completed and be true and complete or your application will be disqualified even if it is found out to be false later in time.
10. Make sure to sign your application. If the application is not signed it will be rejected.

I saw a sign in yeshiva signed by meir hertz president of ltrap. Are you sure ltrap is not also opening the list?

Yes yussell, I saw that sign too. It appears that the president of ltrap put out a sign informing the public about the other local agency opening their waiting list. However, ltrap themselves are not opening their waiting list at this time. Only the LHA is accepting applications.
LHA last closed applications intake in July 2002, not 2004. Also, DCA briefly opened applications intake in December 2008, but limited the number of applications accepted to 500. There is not enough money allocated from Washington to meet the overwhelming need. this is a national, not a State or local problem. Thanks TLS for posting this.
