   Hard to tell unless it’s on his chest. From NJ laws – Fishing licenses must be worn in a conspicuous place on the outer clothing while engaged in fishing, and must be exhibited to law enforcement personnel on request.

   Then again he might be over 70 years old – A driver’s license or other acceptable proof of age containing date of birth and physical description will function as the actual fishing license for New Jersey residents 70 and over.
