Its allot more safer standing there than Second Street and Clifton Ave or for that fact anywhere in downtown Lakewood-

Hard to tell unless it’s on his chest. From NJ laws – Fishing licenses must be worn in a conspicuous place on the outer clothing while engaged in fishing, and must be exhibited to law enforcement personnel on request.
Then again he might be over 70 years old – A driver’s license or other acceptable proof of age containing date of birth and physical description will function as the actual fishing license for New Jersey residents 70 and over.
Gotta love the government regulations. They really do a lot for us representing us – those government people.
