Here’s a translation of the letter issued: Bs”d, Erev Rosh Chodesh Elul 5779,
To Acheinu Bnei Yisroel in all communities may their light shine.
It is an eis tzarah for Jews, outside our enemies are out to kill us and in our homes there is fear, for it is not just one alone who stands to destroy us, in addition the cry of widows and orphans is heard after frightening tragedies have occurred in Eretz Yisroel and in other countries, and many of our Jewish brethren are suffering from difficult illness r”l.
And the resha’im are like a stormy sea, seeking to root out religion and to place restrictions on the free movements of those in Eretz Yisroel who keep the mitzvos, and they have even targeted and attempted to sway the public against the community who fears Hashem and the students of the holy yeshivos, they are placing the entire Yishuv in grave danger, may their plans end in futility.
Rambam in Hilchos Taaniyos writes “it is a mitzvas aseh from the Torah to scream and blow the trumpets for every tzarah that befalls the Jewish people… and this is among the ways of Teshuvah.”
Therefore, and due to the detrimental campaign which is at our doorstep, we call out to all of our brothers Acheinu Kol Beis Yisroel in every community, to gather and stand in prayer for our very lives, and to come together in each kehilla or mosad for a tefilas rabbim in their own Beis Medrash, this Thursday 28 Menachem Av 5779 to recite a Yom Kippur Koton Mukdam with Avinu Malkeinu, in an attempt to increase our pleas before the High G-d our King, perhaps he will spare our poor and impoverished nation and have mercy, for G-d in His greatness will not turn us away.
We have signed in hope of heavenly mercy
Chaim Kanievsky
