Former Toms River Councilman Fined For Violating State Ethics Laws Over Son’s Police Application

Former Toms River Councilman Brian Kubiel has been fined $400 by the New Jersey Local Finance Board (LFB) for violating the state’s Local Government Ethics Law.
The violation stems from Kubiel’s involvement in his son’s 2018 application process for the Toms River Police Department.

According to the Notice of Violation, which was first reported by Transparency NJ, Kubiel, who served on the council through December 2019, voted in favor of an ordinance that modified police hiring practices by allowing the police chief to increase the number of hires and permitting applicants to enhance their written exam scores.

The Board further found that after his son received a written exam score too low to advance in the hiring process, Kubiel asked Toms River Police Chief Mitch Little to review his son’s test score in light of his work experience.

Kubiel, who was president of the Toms River Council, currently serves as Administrator of Toms River Fire District No. 1, is a member of the Plumsted Township Municipal Utilities Authority and is a Commissioner on the Ocean County Construction Board of Appeals.
