The plate is fully noticeable. Are you 100% sure that he/she should be shamed. Maybe there’s was an emergency that they had to get to. Maybe not. But who knows. Therefore judge favorably others like you would want someone to judge you.
Even if that person had an emergency, you have no right to create a brand new emergency.
I would do the exact same thing if the car in front of me was driving slow all block and deliberately and then stop on yellow, presumably to text or to make a “Social media stop”
I also deliberately stop on yellow because THAT IS THE LAW

Drive Pro- hah! Then u shud turn in it license n get off the road now. Even IF the guy in front of u was deliberately driving slow /on his phone…IT IS IN NO WAY SAFE TO PULL THAT TYPE OF THING and cause a possibly horrific accident at the intersection! #nobrains
