It’s called not paying attention !
The cyclist seems not to be wearing reflective anything and doesn’t seem to have front and rear lights as required. He (she?) was also driving at the extreme left – technically into oncoming traffic.
The driver didn’t stop at the stop sign.
In this case, it’s not the lighting, it’s the poorly skilled/uneducated driver and cyclist.
It actually appears that the driver had stopped. A car went across in front of it. The cyclist was in the crosswalk that means they were riding on the sidewalk. Here’s the problem: according to a police officer when I was involved in a similar accident, only children are allowed to ride on the sidewalk and they should be getting off of their bikes to cross the street. ie no one should ride a bike in a crosswalk, they should either be riding in the street or they should be walking the bike across. Add the lack of reflectors and this rider was asking for trouble.
That looks like a “Crosswalk” to me.
