are you sure they’re your steps in the picture? I’ve had a few times that a neighbor got my packages, but because we live in townhouses, you can’t tell if the picture is the right door.
That won’t explain the video of him walking off with the packages after the picture

The video clearly shows the delivery man taking the packages.
You can even see the delivery person looks up a couple of times to check if anyone is watching and then walks off with the packages
Clearly looks to see if there are any camera’s. Also it looks more like a delivery woman.
Yes it’s happening every day. Just the other day my neighbor ordered 4 items they came delivered two took a pic from one angle than took pic from another angle and said delivered on app with two pics. But since I only got 2 boxes I looked closer at pic and noticed that it’s same boxes I called company and they agreed and they refunded me
I once made a mistake of scheduling a home pickup to return a laptop. Someone delivering a different package to my home made off with it. I learned the hard way that it’s best to bring an expensive item to a Fedex/UPS location and get a receipt.
